AW: MSVC 2013 - CARESConfig.cmake to allow c-ares uage in CURL

Puuuh, long time ago - sorry for the delay..

Hm good question... I remember that I submitted a fix to curl and one to
ares. This was all I required to get it working.

During curl build process it was not able to detect c-ares completely, but I
was at least able to configure curl manually to use c-ares.

Thanks for your contribution. (sorry for the excessive response time)

Unfortunately, this file doesn't seem to fix for example ares_build.h
correctly. Am I right in that? Then it feels like adding this file will
trick people into building a broken c-ares setup and I'd like to avoid that!
