Growing up, moving out

Hi

I think c-ares is a big boy now and deserves a repo of its own.

I've decided time has come for curl (and libcurl) to switch over to use git,
and while that doesn't necessarily force us to extract c-ares from the mix it
still feels like a good time to do exactly that.

My plan and wish is therefore to create separate git repo with the 'ares'
subtree put into. Most likely to be hosted on github.
