new URL

Hey

I've made http://c-ares.haxx.se/ available and it now holds the new official
project site.

There's no revolutionary new content or so, just a new dedicated host name to
make it a nicer URL etc.

It _does_ however feature the new c-ares logo made by Jeff Pohlmeyer!

I'll soon make the old address redirect to the new one autumatically.
